I just need to be careful here as you are using game terms to describe a more general thing...withdrawal is something you do from the sea control box...
Let me see if I can run through a little example for you...
The US has a CV TF with a CV and a DD and a Bombardment TF of 2 CAs and 2 DDs
The IJN has a Bombardment TF of 1 CA and 1 DD.
This is after sub attacks so you are on the battleboard.
The US launches air strikes. After that, the non-air supremacy/superiority player puts ships in the sea control box. In the above, it has to be the IJN. If they don't put any ships in there, the US sees that and can just put in a DD (from the bombardment TF) and grab sea control...
You are done with this battle now and the IJN ships arrive in the next Japanese reinforcement phase. So you can avoid sea to sea combat if you want...
How did I do? Does this address what you were looking for? In the above, the IJN didn't want to fight a sea battle but wanted to force the US to expend resources to cover the possibilty.
