Please review both sets for anomalous behavior. Done?

I just had to get my mind in gear.
Once I realized how to get the words (duh!) your tanga salt to kswitz was enough to put me on the right track!

OK, I've solved it...sort of. Either I did something wrong, or I'm missing a step, or something else.

I got:

either 'BOTTLES' or 'BATTLES' depending on how you answer 3-->2

Neither works. I'm guessing I need to apply the same motif to this clue, but I can't for the life of me think what would fit that. Help?

words, but I'll be darned if I can figure out what to do with the numbers. I know there are a lot of hints on this board and on Tanga, but I just can't get my brain to wrap around them. I can see that the right hand number of each pair tells me what order to put SOMETHING in, but what? Sigh. I hate Nyquil.

OK, the INSTANT I posted that message, it finally hit me. Excellent puzzle -- or it would be, if the tense of the 3->2 clue weren't wrong (change the 3 to a 5 and it works better). The other clues are plenty enough to get the answer though.

As far as I've gotten (which seems pretty far, so proceed at your own risk):

Each of the three-letter acronyms is for a US department or agency: Immigration and Naturalization Service, Department of Transportation, etc.

I assume Kennedy & Reagan means "arrange youngest to oldest", since they are the youngest and oldest presidents.

I also assume you do that *independently* of the numbers at the right, since applying them as they sit gives nothing anagrammable.

By the way, the numbers are word/letter, I assume. Which forces 313 to apply to Transportation.

The problem is that, from the Wikipedia info I've looked at, the DOT is the youngest by far.

Finally, I don't know what the suitcases are for.

I finally got the answer, but if you have to search multiple locations for the ONE answer that fits a clue, then it's too much of a stretch for me.

Glad to see I was on the right track from the beginning, though.
