each card on the bottom or the top of the stack, in any order" (emphasis mine). I interpret that as being allowed to "split" the cards.

The rules don't explicitly say it, but it seems logical to restrict the use of the module to the trading phase. Trading is not listed as a possible action during other phases and nothing indicates the module could be used any time.
