Selling factory's in the last rounds
The rules states that you cannot take a loan once the deck of cards has
been exhausted in the Rail Period. But also say that if you need money to pay negative income you can sell some factory's for half of the price to pay of that loan.

My question is, can i sell some factory's in that rounds, to have some money to build another factory or shipyard? I'm ask this, because in last game one of the players is short in one coin to build a shipyard and for that he lose 10 points.

I don't have the rules in front of me but i think that you can only sell factories to pay for negative income.

You can only sell an industry counter if you have a negative Income Level, and don't have enough money to pay for it. You may then sell one (or more) industry counters to raise the money needed.

You can (and must) do this if needed, if in the last rounds.

However, you can't do this by choice, only if it's needed to pay for the negative Income Level. So you cannot sell an industry counter to raise the money for a Shipyard.

And if you have a negative income at any point in the latter half of the Canal Age, let alone the Railway Age, really let alone after the deck has run out, you are so deeply in the mire that frankly it doesn't matter what you do, you're going down, down, down.
