Specific cards: U2 Incident
Background: The Americans used spy planes to fly high over Soviet territory and take photographs of Soviet installations. One of these, a U2, was shot down by the Soviets in May 1960 and its pilot Gary Powers captured. The Soviets made good propaganda out of this and it played particulalry well for them in the UN. Spy plane flights stopped, but by 1960 the USA was obtaining better data from its satellite in orbit.
Effect: 3 OPs USSR starred event. Gain 1 VP. If Un Intervention played later in the turn, gain 1 VP.
Strategy: This one is not difficult, 3 OPs > 1 VP in 9 circumstances out of 10. Indeed 3 Ops >2 Vps in 7 circumstances out of 10, so even if you are sure UN Intervention will be played you might as well get the card out of the way/keep it in the deck.
