2 Player Game with expansion tiles

I have started with a normal setup and then I always place the expansion tiles in the same manner as the main 4 tiles around the obelisk are done. They are shuffled and then placed in the four corners of the map.

I always like to head immediately for the Hospital tile so as to get the extra 2 cards. Hang around it the next turn as well and build there as it gives a lot of cards in hand. Of course if you have played the same opponents they will pick up on this strategy and either also use it or start building a little everywhere else.

Once I have a fistful of cards it is an easy task of calling all the dragons in and gaining crystals quick. I have found that in a two-player game you either ignore the dragons outright or focus on them exclusively. It does take a little longer to get all the Dragon Scales in a two-player game but when using all the cards from the Hospital it makes it easier to get them out. I have been able to collect and turn in usually twice in a two player game.

The Assembly Hall is also of note but not one that I focus on rather letting the other player go in this direction as it takes a lot of cards to finish and depending on what is around you it is not always worth the trouble.

The Golden Shrine can be quit useful when needing to place crystals quickly onto the Obelisk and I have ended up staying around the edges of the board completing buildings and then moving here to place multiple Obelisk tokens. It has helped when racing against the other player.

The Theatre is another one of my favorites of the new tiles. Although it has no special ability when ending a turn there it does have the nice effect of gaining you 4 cards once completed when you count the end of turn cards with it. Also I have had the luck in the past 2 games of having other card bearing buildings near it and again you can stock up an a large hand which can make the difference when wanting to call in Dragons or just move anywhere on the board.

So far I have really enjoyed using the expansion tiles, which are now a free download from FFG. I do not like the setup rules originally for them on having you shuffle them with the others and place them out as with their stronger powers I believe that they should be farther out and keeping them always in the four blank spots after building the normal board up makes for better strategy and a more balanced game board.

I will keep using the expansion tiles as I have found they make the game more exciting and bring new life to the game.

I so not know if there is a perfect strategy for the game yet but I win about half the 2 player games I play in. I give Blue Moon City with the Expansion tiles a 8 out of 10.

Not sure if I understand you correctly here.
The Shrine ist usually strong for placing that last Obelisk token you need after finishing the building and get some crystals. But note that you can't play yellow cards there for placing more than one token per turn.
