So is it confirmed that Selling Cotton action ends when Cotton Demands bottoms out?

Its only subtly mentioned in Reference section and not the rule portion. Or am I missing something?

Re: Selling Cotton action ends
It's very clear on page 7:

If the marker hits the bottom space then
you do not flip your cotton mill. Your Sell action ends immediately.
No more cotton can be sold via the Distant Market tiles for the rest of
the period by any player. All tiles in the Distant Marker box should be
removed and placed to one side. You can still sell cotton to ports in
Lancashire in later actions.

If I try to sell cotton to the exterior market and fail, can I still sell it to an available port, or is my selling cotton action finished?

Once you try to sell to a foreign market and fail, your action is over. Any further cotton you want to sell will have to wait until another action.

Thank you guys, its now clear to me.

I have another question regarding selling cotton.
Can you simply sell cottons to ports in external locations(Sell and flip your cotton mill)? Or do you always have to sell it to Distant Market if you use ports in external locations?

If you aren't flipping a port token, you must go to external markets (and risk being unsuccessful).
