I thought there might be a second player aid sheet there as it is mentioned on the box. I do have a sequence of play on the sheet that comes with the expansions "Swift and Bold" and "Dark July".

If I remember correctly, that's an acknowledged error.

Yes, there is only one aid card, the big yellow one. Turn sequence is so fluent with impulse activation, that there is really no need for a printed turn sequence imo.
