"No" seems a rather bald answer. Is it based on anything in particular specific or a house rule? In two recent games I have hit 86 and 80 and these have been in 3 player games.
The question is whether it was a deliberately game designer decision,an art/product designer decision, or simply that in 5 player games it was easily adequate. We discussed the logic and felt that the underlying concept that a party refuses new members is bogus and decided that going over 80 though rare should not be penalised by the board design.
Incidentally getting over 80 is no guarantee you are doing well as say 40 points could come from refusing donations, 50 points for matching the main board and whatever else might come from opinion cards. You can also start with an additional 12 members to add to your 5 existing members.
