I love Web of Power, but it is best with just 3. I find that China plays well with 5 or 4, much better than WoP does with those numbers, but that I still prefer WoP with 3.

I have not yet tried playing China with WoP rules with 3 players, but i suspect that it will be as good as WoP, and that would make China the better choice, IMO.
