If I have down Psi-Crystal World and my opponent reveals he is going to Search, does he also have to declare what he is searching for before I choose my phase? It makes sense to me that he would have to.

This has an impact if he wants to use that Search result to leech off of my phase choice.

No. Searcher gets to see what phase PCW picks.

Procedure. If any player declares search, then a search step occurs before any phase is resolved. [...] If more than one player declares search during the same round, resolve each search separately, starting from the player with the lowest numbered start world and proceeding clockwise.

To resolve a search, a player selects one of the nine search categories depicted on the search sheet and then reveals (to all players) cards from the supply one at a time, setting them aside.

Phase choices (and thus PCW choice(s)) occur before any of this happens.

Important b/c normally, those who choose '?' can do so for the last round, and choose a 6-cost dev if someone else choose II, or a 5+ def world if someone else choose III to leech off of those actions.

You're allowed to know I'm calling "Settle", but not what card I'm settling.

Why would I have to reveal what category I'm searching for?

Re: Psi-Crystal World against Search
Search is a once a game activity (for a player). The idea is to make it "special" and "meaningful", which means that it gets the "leech" advantage over PSW's action choice power (a continuing effect), not the reverse. We intentionally placed search behind action choice in the round execution, so that a searching player gets to see other players' action choices for that round. To rule the other way, just for PSW, would mean creating a sequencing exception where somehow "search" gets partially resolved in the middle of action choices. Bleah.
