I've heard rumors that the new Conquest comes with the Struggle of Empires rules, do we know enough yet to say if it would be wise to buy Struggles, or wait for Conquest?

You can download the rules for both games and see which you like better. The rules are similar, but most of the gameplay will be different in important details. Your fondness for certain historical periods and plastic pieces may make a difference, too.

Both games are well-reviewed and most people would only want one or the other due to similarities.
