!!!Warning!!! This post contains lots of gory details. Consider yourself warned. !!!Warning!!!

Inspired by this question and this similar work from the base game, I decided to try to make a step-by-step instruction of Race for the Galaxy with all expansions. I know Tom has warned against it, but nevertheless, I wanted to go through this mental exercise to increase my understanding of this magnificent game. As you probably would have guessed, the text became quite long, and there were multiple rule intricacies I had to look up and double check, and many special cases of card combinations and timing of powers that popped out of nowhere, probably important in only a tiny fraction of games.

So, after a lot of rules checking and thread digging, some posted questions and head scratching, quite some revelations and special cases checking, I believe I have covered everything, and here it is for you to enjoy — The Race for the Galaxy Comprehensive Script.

In the files section you will find the original document, which is nicely formatted, and it might be easier to read it that way.

Please point out any omissions and errors you might find, and I will try to correct them.

Some statistics, to see the relative complexities between the different versions of the game:

Base game: ~1100 words
GS, Goals OFF: ~1300 words
GS, Goals ON: ~1900 words
RvI, Goals ON, takeovers OFF: ~2100 words
RvI, Goals ON, takeovers ON: ~2700 words
BoW, Goals OFF, takeovers OFF: ~2700 words
BoW, Goals ON, takeovers OFF: ~3400 words
BoW, Goals ON, takeovers ON: ~4400 words

Hopefully, it will be of help for at least a couple of people besides me...

================================================================================

Notes
I do not advocate that you should follow this script when playing the game. This is just a reference to sort out any timing issues or other rules questions you might have.

Although I have made my best effort to make sure every subtlety and facet of the game is covered, this is not an officially endorsed document. The official rules and official statements from Tom Lehmann take precedence over any information in this document.

Due to the linear format of written text, I have been forced to decide on an order of actions when it is not stated in the rules in what order they are to be performed. In all these cases it does not matter which order they are to be performed – they can be performed in any order without changing the end result. The linear format is also the reason for the convoluted language at some places.

Not all suggested conventions are covered (especially how to state not to play any cards in Develop/Settle), but I have tried to cover some of them. Also, the rules do not say what to do if a player reveals a card that the player cannot pay for (or conquer), so this situation is not covered here either.

Conventions
"All players" means: "All players simultaneously perform the following actions."
"Each player" means: "Each player performs the following actions taking turns, starting with the player with the lowest numbered original start world, then in clockwise order. Except that the players perform their actions simultaneously if there is no important interaction between the players."

Basic rules are in normal color.
Rules introduced in The Gathering Storm are colored brown.
Rules introduced in Rebel vs Imperium are colored purple.
Rules introduced in The Brink of War expansion are colored blue.
Rules only relevant when playing with goals are colored orange.
Rules only relevant when playing with takeovers are colored red.
Rules only relevant when playing the 2 player game for experienced players are in italic.

Game start

a. Setup Prestige components
* Place the search sheet, the Prestige chips and the Prestige Leader tile (">" side face up) in the center

* Set aside the extra takeover counters and the extra military slides

c. Setup goal components
* Shuffle all goal tiles face down
* Randomly select two of the "most" goals and four of the "first" goals and place them face up in the center
* Remove the remaining goal tiles from the game

e. Setup action cards
* All players take a set of seven different action cards
* Both players take their two extra action cards
* All players take their Prestige/Search action card
* Remove the rest of the action cards from the game

f. Deal start worlds and cards

* Deal one world face up to each player
* If playing with Rebel vs Imperium, instead
– Separate the start worlds into one blue (even) and one red (odd) group
– Shuffle the groups and deal one world from each group face down to each player

* Place the remaining start worlds together with the rest of the cards and shuffle thoroughly
* Deal six cards to each player
* The remaining cards form the card supply

g. Select start worlds and cards
* All players discard one of their two given start worlds
* All players discard down to four cards
* All players reveal their selected start world

Round steps and phases

P: Prestige

P.a Award Prestige Leader(s)
* If a player has the Prestige Leader tile, the player
– if there are Prestige chips on the tile, draws a card and removes all chips from the tile
– gains one VP chip and places it on the tile
* If two or more players are tied for the most Prestige and they have at least one Prestige, they all gain one VP chip

P.g Check Goals
* Check if any player can claim any of these "first" goals, as described below under
I.g Goals
Galactic Standard of Living (5 VP chips)
Galactic Standing (2 Prestige and 3 VP)

A: Action selection
* All players except a player with Psi-Crystal World secretly select and put down one (two) action cards face down
– A player with Psi-Crystal World instead selects only one action card
* A player may select their Prestige/Search action card as an additional card
* All players reveal their selected cards
* All players revealing their Prestige/Search action card must
– simultaneously (while they reveal it) make clear
* which phase they want the Prestige bonus to apply to (and if they want it to use for their first or second occurrence of the phase, if they chose Develop or Settle twice)
* or state that they want to use it for Search, and
– if it is used for Prestige bonus, pay one Prestige chip and remove their Prestige/Search action card from the game
* A player with Psi-Crystal World selects and reveals one action card. Follow all notes for the Prestige/Search action card above
* If there is a VP chip on the Prestige Leader tile, move it off the tile

S: Search
* Each player who used their Prestige/Search action card for Search, does the following:
– Names one of the search categories depicted on the search sheet
– Sequentially reveals cards from the card supply until a card matches the named search category
– Decides whether to take this card into their hand:
* If YES, the player puts all other revealed cards in the discard pile (face down)
* If NO, the player
– continues to reveal cards until a second matching card is revealed,
– takes the second card in their hand, and
– puts all other revealed cards in the discard pile (face down)
– If, at any time, no more cards can be revealed (because both the card supply and the discard pile are empty), the player keeps their Prestige/Search action card, but gets no card from the supply
– Else, the player removes their Prestige/Search action card from the game

I: Explore
* If no player chose Explore: +1, +1 or Explore: +5, skip this phase completely

I.a Invoke start of phase powers
* Each player with any Discard for Prestige powers may invoke them

I.b Perform Explore Action
* Each player looks at their Explore powers and any phase bonus(es), and possibly the Prestige bonus, and draws the appropriate number of cards
* All players with the Mix and Match Explore power, or using the Prestige bonus add the drawn cards to their hand
* All players look at their Explore powers and phase bonus(es), and possibly the Prestige bonus, and discards the appropriate number of cards

I.c End of phase

I.g Goals
* If the following goal tile is not already claimed, and any one player meets the condition, they claim the tile. If multiple players first satisfy the condition, one of them claim the tile and the rest take a 3 VP goal chip

Galactic Standing (2 Prestige and 3 VP)
* If any player both satisfies the minimum required amount for the following "most" goal, and has more than any other player, they claim the tile
Galactic Prestige (3+ Prestige)
* If one player exceeds the amount in which another player has previously claimed any "most" goal, it is transferred to the current leader
* If two or more players both satisfy the minimum required amount for any "most" goal, and they have the same greatest amount, and none of them currently have the tile, it remains or is placed back in the center

I.p Check Prestige Leader
* If one player has more Prestige than anyone else, that player
– takes the Prestige Leader tile,
– returns any chips on it to its previous owner,
– places the tile in front of them, ">" side face up, and
– places any (unspent) Prestige they earned this phase on top of the tile

II.d Invoke and resolve development powers
* Each player who placed a card
– may invoke any applicable Reduce Cost powers
– pays for the development by discarding the appropriate number of cards from hand (remember to apply any discounts from any powers and phase, and Prestige bonuses), or if they cannot afford to pay, must invoke Reduce Cost powers until they can
– if they have Galactic Scavengers, puts one card from their development payment (if any) under the world
– receives a Prestige chip if their revealed development provides Prestige

– receives cards and Prestige from After Developing powers

II.e End of phase

Innovation Leader (Power in all phases), Galactic Status (6-cost ? development), Overlord Discoveries (3 ALIEN cards)
Expansion Leader (8 cards in tableau), Uplift Knowledge (3 UPLIFT cards)
Galactic Standing (2 Prestige and 3 VP), Military Influence (3 IMPERIUM cards or 4 military worlds), Peace/War Leader (<0 Military and 2 worlds OR a takeover power and 2 military worlds)
* …or any of these "most" goals from the center…
Greatest Military (6+ Military), Greatest Infrastructure (4+ Developments)
Research Leader (3+ cards with Explore power)

– If a player's total Military power changed, adjust (or remove) the red cube and any other counters accordingly
– If a player's additional Military versus Rebel worlds changed, move the second light red cube accordingly
– If a player placed Rebel Pact, position the Rebel Pact counter in the correct place
– If a player placed Rebel Alliance
or Rebel Sneak Attack, position the corresponding counter accordingly
– If a player placed a development capable of giving temporary military, add or update the temporary military counter

II.x Check for an additional Develop phase
* If any player chose two Develop phases, a second full Develop phase occurs

III: Settle
* If no player chose Settle, skip this phase completely

III.a Select worlds
* All players secretly either select and put down a world in hand, or put down no card (or a dummy card) if they do not want to settle

III.b Reveal worlds
* All players reveal and place their card (at a slight angle) (or take back the dummy card)
* Each player places a good on their placed worlds if it is a windfall (but this good cannot be spent until after the world has been conquered or paid for)

III.c Invoke and resolve settle powers
* Each player
– May invoke any Temporary Military powers at any time during this step (but not in the middle of resolving another power)
– If they selected a world, they must
* EITHER conquer the world:
– If it is a non-military world, the player must invoke any one Conquer Non-military World power
– The player verifies that they have enough Military (remember any specialized Military powers and the Prestige bonus) or must invoke Temporary Military powers until they do
* OR pay for the world:
– If it is a military world, the player must invoke any one applicable Pay for Military power (and remember Rebel Pact’s power, if they have this card)
– The player may invoke any Spend good to Reduce Cost powers
– The player may invoke any Reduce Cost to 0 powers
– The player then discards the resulting required amount of cards from hand (remember to apply any discounts and possibly the Prestige bonus), or if they cannot afford to pay, must invoke Reduce Cost powers until they can
– A player with Galactic Scavengers puts one card from their world payment from hand (if any) under this world
* And place the world in their tableau
* The player then
– receives a card from the Settle bonus, if applicable
– receives a Prestige chip if their revealed world provides Prestige
– receives Prestige from Imperium Invasion Fleet’s power, or from Pan-Galactic Mediator, if applicable

– receives Prestige, goods and cards (and performs discards) from all their After placing a World powers
– Additionally, in any order (constrained by the clauses below),
* if the player did not place a world, they may invoke a takeover power to announce a takeover attempt against a player who is vulnerable to that specific takeover power
* if the player has already placed a world or declared a takeover attempt, they may invoke Improved Logistics’ power to settle or, not using the same takeover power twice, attempt to take over a second world
* if the player has already placed a world or declared a takeover attempt, they may invoke Rebel Sneak Attack’s power to conquer an extra world
* the player may replace a world with Terraforming Engineer’s power

– If the player wants to attempt a takeover with their normal Settle action or with Improved Logistics’ power:
* The player
– announces and invokes a takeover power

– may invoke the Conquer Non-military World power from Imperium Invasion Fleet
– announces an appropriate target world in another player’s tableau
– may invoke any unused Temporary Military powers
* The takeover is resolved later, during
III.d Takeover resolution (see below)
– If the player invokes Improved Logistics (to place a world) or Rebel Sneak Attack, the player
* reveals a world to be placed
(and sets it aside) and must
– EITHER conquer the world:

* If it is a non-military world, the player must invoke any one Conquer Non-military World power
* The player verifies that they have enough Military (remember any specialized Military powers and the Prestige bonus) or must invoke unused Temporary Military powers until they do
– OR
(not applicable if Rebel Sneak Attack was used) pay for the world:
* If it is a military world, the player must invoke (or reuse) any one applicable Pay for Military power

* The player may invoke any Spend good to Reduce Cost powers
* The player may invoke any remaining Reduce Cost to 0 powers
* The player then discards the resulting required amount of cards from hand (remember to apply any (recent and previous) discounts
and the Prestige bonus), or must invoke a remaining Reduce Cost to 0 power
* If the player has Galactic Scavengers, they put one card from the payment (if any) under this world
* If the player used their normal Settle action to place a world, the player then
– places the world in their tableau
(at a slight angle)
– places a good on it if it is a windfall world
or if the player has Golden Age of Terraforming
– receives a Prestige chip if the world provides Prestige
– receives Prestige from Imperium Invasion Fleet’s power, if used, or from Pan-Galactic Mediator, if applicable

– receives Prestige and cards (and performs discards) from After placing a World powers (but not from any phase bonuses)
* If the player used their normal Settle action to declare a takeover, the above steps are delayed until the takeover has resolved, see below
– If Terraforming Engineers’ power is invoked:
* The player selects an appropriate world in their tableau and reveals
(and sets aside) an appropriate replacement world from their hand
* If the tableau world is not a current target of a takeover attempt, the player then
– discards the tableau world along with any goods (and cards under it) and replaces it with the replacement world (Note: Its powers cannot be used
, but it can be taken over in this phase.)
– places a good on the new world if it is a Windfall world
– takes a Prestige chip (from the power of Terraforming Engineers itself), and an additional Prestige chip if the placed world provides Prestige
– does not receive anything from After placing a World powers or any phase bonuses

* If the tableau world is a current target of a takeover attempt, the above steps are delayed until after Takeover resolution, see below

III.d Takeover resolution
* A player with Pan-Galactic Security Council may invoke its power to automatically fail one takeover attempt
* Each player resolves their takeover attempts, in the order they were announced
– The takeover fails if any of the following is true:

* Pan-Galactic Security Council was used against this takeover
* The target world already has been taken over or discarded
* This is this player’s second takeover attempt (using Improved Logistics), and the first takeover attempt failed
– The attacked player may invoke any unused or partially used Temporary Military powers
– If the attacker’s Military is high enough to take over the target world (remember to include temporary and specialized Military on either side, and extra takeover attack and defense), the takeover attempt succeeds:
* The world with any goods
and cards under it, if it was Galactic Scavengers, is transferred to the attacker's tableau
* If this player chose Settle and it was not this player’s second settle action (using Improved Logistics), they draw a card from the phase bonus
* The attacker receives
Prestige and cards (and performs discards) from all their After placing a World powers, but do not receive goods from Golden Age of Terraforming
* The attacker takes any Prestige associated with the takeover power, and with Imperium Invasion Fleet’s power, if it was used when the takeover was declared (but not any Prestige from the world itself)
* If Imperium Planet Buster’s takeover power was used, discard the world and any associated goods and cards

– If this takeover attempt was from this player’s normal Settle action, and they later used a power from Improved Logistics or Rebel Sneak Attack to settle a world normally:
* If the takeover failed, the player takes the selected world
(s) back into their hand
* If the takeover succeeded, the player continues to carry out the power’s
(or powers’) steps as described above
– If a world both was target for this takeover attempt, and it was to be replaced by Terraforming Engineer’s power,
* if the takeover succeeded, the replacement power is aborted and the player takes the replacement world back into their hand
* if the takeover failed, but there are more takeover attempts against the world, the power is further delayed
* else, the player with Terraforming Engineer carries out the rest of the steps associated with its power, as described
above

III.e End of phase
* All activated temporary military cease to have effect
* Powers on cards placed this phase start to take effect, and powers on cards lost this phase cease to have effect

* As described under I.p Check Prestige Leader

III.u Update military slides and counters
* (All worlds placed at an angle is straightened up)

– If a player has Rebel Pact, update the Rebel Pact counter if the player placed or lost any military worlds
– If a player has Rebel Alliance
or Rebel Sneak Attack, update the corresponding counter if the player placed or lost any Rebel military worlds, or if a player used Rebel Sneak Attack (and not having Rebel Alliance), remove the counter

– invokes all their consume powers, in any order
* Discard and Ante, and Spend Prestige powers are optional
* The other powers are mandatory, and such powers consuming goods must be used if the player has any corresponding goods left, and must be used as much as possible if invoked
* Remember to double any VPs gained (except those originating from discards) if the player chose Consume: 2x VPs, or if they chose Consume: Trade with Prestige bonus
* Remember to instead triple any such VPs if the player chose Consume: 2x VPs with Prestige bonus

IV.b End of phase

* The player with the highest total VP is the winner
* The only tie breaker is the highest total numbers of cards in hand and goods on worlds
(* To help setup for the next game, separate out all start worlds)

This is amazing! Even more amazing is that Keldon apparently already has some version of this script in his AI.

I agree with you on this one. I had a plan at one time to look through Keldon's code to see if I could see any corner cases I missed (or perhaps a bug or two), but I didn't come around to do it. Perhaps I will peek through the code when the BoW version comes out.

Perhaps more people understand now how hard it is to create correct computer implementations of board games. Every conceivable corner case must be scrutinized like this, and no rule can be left ambiguous.

Of course, in addition to this script, Keldon has also implemented the various powers in detail, the UI, and a very competent AI. I enjoy his implementation very much.

You are quite right, thanks. This was just a test to see if anybody noticed whistle

By the way, the color coded document is already up.

I found another goof. Here's what you have under choosing start worlds:

* All players discard one of their two given start worlds
* All players discard down to four cards
* If a player has Ancient Race face up, they discard down to three cards
* All players reveal their selected start world
– a player starting with Ancient Race simultaneously discards one additional card
– a player starting with Galactic Scavengers simultaneously puts one card from their hand under their start world
* Put goods on all windfall start worlds

Emphasis mine. I think that line I bolded needs to be deleted; you already took care of Ancient Race's extra discard when you said that "a player starting with Ancient Race simultaneously discards one additional card".

All in all, this script is an excellent idea. I'll take a closer look for any more mistakes when I have some time.

Edit: you know what? Never mind. This isn't a mistake. The color-coded version makes it clear: the line I bolded is for playing with just the first expansion. (Everyone's start world is face up at the start.) The other line is for playing with the second expansion.

Sorry. Move along. Nothing to see here.

Very, very impressive work. Went thru it all and hardly anything major jumps out at needing correction.

* All players reveal their selected start world
o a player starting with Ancient World simultaneously discards one additional card

o a player starting with Galactic Scavengers simultaneously puts one card from their hand under their start world

IIRC the initial Galactic Scavengers card storage has different timing than the Ancient Race discard. The Ancient Race discard occurs before/at reveal as you state, but for Galactic Scavengers you get to see others' homeworlds before deciding what to store.

I don't know if you left it out intentionally, but the draft variant shouldn't be too hard to include as it barely modifies the rules (drafting part + shuffling/playing personal draw stacks).

Very, very impressive work. Went thru it all and hardly anything major jumps out at needing correction.
Thanks, I put a lot of effort into making it correct

Hmm.. the wording on the cards are equivalent ("before selecting a first round action" and "before selecting your first action"), but I guess Ancient Race implicitly specifies to perform its setup power while discarding. Official word for AR is here, but your question for GS is left unanswered there. I changed it anyway, but it would be nice to see a source for this as well.

I looked into it, but I found some reasons to not include it
i) It doesn't really introduce any timing problems, mostly only setup changes, so there wouldn't be much to add to this document, except copying the rules.
ii) BoW revamps the setup considerably (different number of cards, do not remove last cards), making the document awkward to format.
iii) I have never played drafting (but it is definitively on my wish list), so I don't know every detail of it (what would happen to cards under Galactic Scavengers) and if it is preferable to play several times using the same drafted cards (and in this case, what would happen to taken over worlds and goods).

But I'll look into it and see what I can do for the next version.

Yeah good point.

Same as normal.

If you do it, i would just stick to the rulebook version (1 game per draft). Otherwise some things get weird (altho what to do under such a variant's circumstances has been discussed by Tom).

Edit: as for G. Scavengers, seeing that post you linked, i might be misremembering then, and be wrong above. Confirmation would be nice.

Is this right or wrong?

Both of the decisions as to which of four cards to discard (for AR) and which of four cards to store (for GS) occur at the same time, before action cards for the first round are chosen. In the RvI+ environment, players are entitled to see the other start worlds before making these decisions (just as a player in a TGS environment knows the opponents' start worlds before choosing which card to discard for AR).

In practice, usually what start worlds your opponents' are playing has little, if any, effect on what card you choose to discard or store.

The post cited above (for AR) describes one method for not tipping off opponents that a player has chosen AR as a start world prior to start world revelation. It was not intended as a definitive statement as to the timing of AR's discard start power.

Thanks a lot for clearing this up, Tom.

I think many people have played this wrong for a long time.

(Now, if just Keldon manages to change the implementation of this before releasing BoW, more people will notice how the game should be played.)

I've played and taught the discard/storage wrong; all the computer implementations do it wrong too.

I've updated the FAQ.

Comprehensive script seems comprehensive... and awesome.

The correction by Tom hasn't been implemented yet though.

PS: If someone replied "tldr", I'd give a thumbs for for lulz.

What exactly do you mean? The text as it is now is equivalent to the procedure outlined by Tom above.

Thanks!

I read it again myself just now, and did some minor corrections to the format.

In one way, I am glad Alien Artifacts it not meant to be used with anything but the base game..
