Usage

Simply drag the chits on each track and drop on (or near as they will snap) to the value needed.
Advanced Functionality

Round Track

Double-tap to mark a space. Use this to mark the end of game or just a round of note.
Tap the +1 button to raise the round number, reset the CAPs to max value (if setup) and reset the APs to zero.
Tap the -1 button to lower the round number, reset the CAPs to max value (if setup) and reset the APs to zero.

Victory Points Track (VPs)

Tap the +10 button to increase the VPs tracked by 10.
Tap the -10 button to decrease the VPs tracked by 10.

Command Action Points Track (CAPs)

Double-tap to mark a value as the max value of CAPs determined by the senario.
Tap the +X button to add a defeated unit to the CAP track reducing your total available CAPs by one.
Tap the -X button to subtract a defeated unit from the CAPs track increasing your total available CAPs by one.

Action Points Track (APs)

Tap the 7 button to start a new unit at 7 APs and mark the 7 space.
Tap the 3d6 button to start a new unit with the "3d6 low + high die" APs and mark the space.

I'm an iOS dev by profession and I have only a minor working knowledge of Android. This is basically something I did in my free time over about a week (except for the localizations). I'm sure someone can take the ideas I've used here and do an Android version much faster and much more reliably than I could.

Also, someone could definitely do an HTML5 version of this much faster and better than I could as I don't really work with that either.

If someone is thinking of doing either an Android or HTML5 or whatever version of a track sheet utility, personally I'd say go for it! Though also do what I did and contact Academy Games first and run it by them as it's their IP.

Not sure exactly what you mean by this, but if you meant why not iPhone as well, it's really just down to display size. If you meant Android or another OS, that's mostly answered above.

The standard track sheet and the iPad screen are so similar in size than something like the iPhone screen size. Yes, it could be done, but wouldn't be as intuitive to use and would most likely involve scrolling or some other system like tabs to use a single sheet.
