In Speed Circuit, each player takes control of a Formula 1 racecar zipping around the tracks. Each person then distributes a number of points to Start Speed, Top Speed, Wear and other attributes, five points per lap. Then, each player moves based on their speed, and can adjust their speed, choosing to forfeit a Wear Point, or roll the Chance Die, where a bad roll could cause you to move through, spin out, or even crash out of the race. Whoever gets over the line first wins.
Before the race begins the players prepare their cars by allocating points, so if you want faster acceleration or speed you have to sacrifice start speed or braking or tire wear.
Each turn, the players write their planned speed for the next turn and then move their cars 1 space per 20 mph. Each curve on the track has a speed limit that cannot be exceeded without penalty. If you exceed curve speed, overaccelerate or overdecelerate your car, etc., you pay penalties in tire wear or possible damage to your car or elimination from the race.
The original 3M Sports Games version used speedometer wheels to select speed, used a random card draw to determine the car characteristics and has no random elements.

Avalon Hill revised existing published design (3M)

Originally published by 3M in 1973. The AH redesign was a major improvement. 15 additional tracks and rules are available by direct mail and in ALL STAR REPLAY.
Just a quick snapshot of the track my wife designed in Adobe Illustrator. It's loosely inspired by the Mid-Ohio track, and printed on 8'x4' vinyl, supports play with 1/64th scale Hot Wheels type cars.
This is the Adobe Illustrator file for Battlefield Raceway, which is loosely inspired by the Mid-Ohio Track posted on BGG by Heckmac. I shipped the file to HalfPriceBanners.com to print it out on an 8x4 vinyl banner. It's scaled to fit 1/64th cars (check out the Hot Wheels IRL Series) with 3"x2" spaces.
It contains a set of Speed Circuit rules based on 1D10,1D20 and 1D12 dice, which avoids the percentage distortions caused by some 2D6 versions around. There are a lot of optional rules included.
Double face speedometers: Simply print, cut and glue to have a double face speedometer, to show old and new moves, Rivet the arrows both sides to indicate the speed and slip if plotted. The speedometers are painted same colours of the cars owned.

It contains a jpg file to mark your speed for each turn, avoiding to write it on paper or erasing wrong plots. Very useful. I print it and stick it to old or damaged CD's/DVD's, and put any kind of marker up the desired speed in each turn.
This optional rule creates a category called "Tire Manufacturer", that will manifest itself on greater Tire Wear beginnning at different moments of the race. Soon I will publish a complete set of the rules that we use in our races.
