Square Mile (1962)

Players compete to develop a square mile of raw land and turn it into a thriving community. The player who buys, sells, and builds most wisely and makes the most money will be the winner. Considered "ahead of its time," the game features a modular board and winning turns on being the most efficient in the use of one's actions. The only randomness in the game is in the board set-up and determining who goes first.

From a geeklist note:
The base map can be played with 13 bridges, but you could theoretically have a river require as many as 15 bridges in the custom setup. (I think 16 total bridges come with it originally, but you'll never need more than 15.) I only have 13 bridges myself, so I could use 1-2 more if you happen to have extras you don't need (though it's not a big deal).

As far as roads go... you only need, at most, 27 of them. My set came with 30 (I think it originally came with even more), so I have a few spares if you need 'em.

I bet your copy also came with a lot of extra zoning tiles too - all you actually need is 1 shopping center, 4 industry, 4 houses, 4 apartments, the school, and the church. And that's max - you likely won't even use all of that in a given game.
