In Penalty 2 players compete in an ice hockey match. Both start a third with coins valued 5 (1x), 2 (5x) and 1 (10x).
Every third consist of several duels. The one who reveals the most points by coins in his hand wins a duel and can move the puck up-field. If he can move the puck off of the field he scores a goal.
But if he reveals at least 3 coins more than his opponent he loses the duel and the other player may move the puck.
If one player has no more coins after a duel the opponent can now move the puck according to the number of his remaining coins in order to score a goal. After this, the third ends.
The game ends after the 3rd third. The player who scores the most goals wins.
