The Legions are too strong in this game. Scenarios 1-4 can be easily won with no serious risk of rebellions because the player is not forced to stack many Legions to win battles. Also, it's too easy to conquer areas through Tribute. I suggest to try a game with the attached modified table and some rules changes.
Also, the revolts are too difficult to sedate with all those 1/2 DE results. In my opinion the game needs an "exchange" result as in the 1st edition but it's not possible to include it in the 2nd Ed. CRT.
Therefore, I have increased the CA results. The result is similar to an "exchange".
