Jim Burns (born April 1948 in Cardiff, Wales) is a Welsh artist who is known as a science fiction illustrator who creates paintings with beautiful women. He briefly worked with Ridley Scott on the movie Blade Runner. According to wikipedia, he contributed artwork to the 1987 board game The Fury of Dracula.
Burns has won the Hugo award for best professional artist 3 times, the only non-American ever to have won it, and 12 BSFA awards.
Note: This appears to be a different person than James Burns, (born c. 1960), an American comic artist and graphic designer from Georgia.
