David Sidney Parlett (born 1939 in London) is a British game designer and card game expert. He is known for inventing the board game Hare and Tortoise which won the Spiel des Jahres award in 1979. In 2000, he founded the British Skat Association which he has headed as its president.

He has been living in London.
