It is part of the Lookout Games anniversary catalog and has to be cut out.
A printed version of this card is only available in German.

The new card has the following ability:

"Nimm Dir 1 Schuldschein und 6 unterschiedliche Waren Deiner Wahl (außer Stahl)."

In English:

"Take 1 loan and 6 different goods (except Steel)."
