The Phase 4 makes the game even better.

I really like to see the addition of the fourth phase in the 1825 games. I think it is really a benefit in the combined unit games. However, I think it is interesting to add this to the single unit games as well. [03/13/2011]

Frequently the base 1825 Units end a little too soon. Companies have been built, they have good earnings, but the bank breaks before the sacrifices made earlier in the game can fully pay out and produce a winner. Phase Four changes that by enxtending the bank and thus the game about 6 ORs. Highly recommended.

Allows the game to continue a feeling of progress. The 4th phase tiles are also nice updates to the double-O cities.

Well. I own this kit, but I've never used it. To be honest, I've always felt 1825 felt just right at the length of the "regular" game, and the idea of playing a Phase 4 seemed like going past the natural end of the game. But, if you want a bigger 5-hour game with 2 units, it would be worth trying out. It's just that 5-hour chunks of time aren't as available as they used to be.

My personal view of phase 4 is that it adds little to 18xx. Companies establish their routes during phase 3, the grey tiles simply add value to certain cities allowing the bank to be exhausted faster. Recommended for combined unit games only. Be sure to increase the bank size at the start of the game otherwise nothing beyond a 5 Train will ever be used.

Fun extending the game into the fourth phase and seeing those fancy 7 trains have long routes around the map - but the kit could really have benefitted from a recommendation on how much money to add for various configurations of units and other extension kits.
