This is the Naval game I have been looking for. The rules are easy to get into, and it gives me another excuse to buy more miniatures, although the counters included look good.

Easy to learn and fairly quick to play, yet has a good feel for WWII naval combat. Comes with ship counters, but is really a set of miniatures rules.

Based on the rules set for B5 A call to arms, this is an excellent naval combat game.

the rules are fluid and easy to understand, this is a great starter game as it comes with all the counters needed to play.

Im a big fan of Naval stuff anyway, and this is a fun, realistic set of rules. We played our game the other night; Bismark (John; never played a naval game in his life)and Prinz Eugen (me) vs Hood and KGV (Iain and Pete). Gunnery was commenced at long range and damage caused from the off; by turn 3 Bismark was a wreck and was (in a twist of fate) destroyed by a magazine explosion from Hood.
A good quick rule set that doesn't get too bogged down in technical minutae.

Victory at Sea is a quite enjoyable game/system. Simple system and a very small initial investment make it easy to get into. Small scenarios play quickly for those moments when you only have time for a quick conflict fix.

Have not played yet. Art on counters is nice, but the font on the counters makes them very hard to read. Some seem to have misprinted text (text does not match picture). Rules look like they will be quick to pick up and play.

Mongoose Publishing did a good job on this WWII naval miniatures game, based on their Babylon 5: A Call to Arms ruleset. Plays on 6'x4' tabletop. Very reminiscent of Battlefleet Gothic and Warhammer Fantasy. My only real beef is that airplanes are underpowered. (My game group really hated the invulnerable destroyers at flank speed, also, so we played a house rule that the target speed modifier does not apply to secondary arms. Don't know if further official rules updates have addressed this.) Rulebook comes with paper chits representing ships so you don't have to build & paint minis if that's not your thing. Try this one if you get a chance.

Update: Mongoose has put out a supplemental book, VaS: Order of Battle. They tweaked the basic rules, including making secondary arms ignore target speed, as my group had house-ruled before. Many additional ships and optional rules, also. Haven't purchased or played the new rules as of yet.

The emphasis is on quick and fun, but it gets marked down due to unnecessarily unrealistic rules. In particular, I don't like the way torpedoes bounce off battleships and destroyers that literally cannot be hit. There is supplement due out soon and I expect that it will address some common complaints about the game.

My rating is based on just a couple of small surface actions but my first impression is very positive. This system provides just enough detail to keep me interested without becoming a dicefest. If you are a ballistics geek who knows the armor thickness of every ship in the Italian Navy these rules are not for you. If you are looking for a fun set of rules that produces historic outcomes and can be used for larger battles, then this would be a good purchase. The publishers provide free support and there is a very active forum . The biggest complaints I have heard concern the air and torpedo rules, but the upcoming supplement coming out supposedly overhauled both of these sections. It also comes with paper ship counters to use if you don't paint miniatures.

Playtester, I have some bias. I can play 15 ships and actually finish a game. Not the most detailed but it's good enough. Playable and fun. That I have gotten out of minis gaming has lowered my rating.

Good game, improved by Order of Battle.
A few minor ahistorical quirks, but I'll put up with those because of the good game play.
Would be even better if it included some of the historical tweaks from Age of Dreadnoughts.

Decent set of WW2 (and WW1 in expansions) Naval Rules. A trifle simplistic compared to, say Command at Sea but I don't regret picking this one up. Sometimes you WANT a fast playing, simple naval wargame, and VaS is that game.

Rating of 6.5 due to: lack of ship roster/data sheets with rules book for use during game play; counter info hard to read; counter sheets not easy to punch without using scissors/blade; no reference cards or player aid sheets included. Do like the simple, straight-forward rules (though much of book was lifted from Mongoose's older sister game, Babylon 5: A Call to Arms). This is my first tactical naval game (not counting Pirates of the Spanish Main), wasn't looking for anything deeper than this for a simulation.Started a Pacific Campaign to give the whole rules set a workout; takes a lot of time to assemble fleets, make fleet rosters, ship data sheets. Mongoose now has a roster sheet available for free download.

A nice, simple dice-pool based naval wargame, that does a good job at portraying the big gun battles of WWII. It has some nice dice-mechanisms, that details the differences between platforms, and makes the dynamics of naval gunnery to readily apparent, albeit in a simplified form.

It isn't quite detailed enough for me to be completely won over (but then again I'm a sucker for detail and chrome). The air side of the game isn't up to scratch, but it is clear that the designers first love are the big gun toting battle wagons of the fleets of the early to late thirties anyway, so it's understandable.

For a quick, easily accessible miniatures rule set, that gets you in the thick of big-gun surface action with a minimum of fuss, look no further. However, if you want the more detailed package, especially with better rules for airplanes, I would recommend Command at Sea (The Admiral Trilogy from Clash of Arms, sister game of Harpoon and Fear God and Dread Naught) or Seekrieg (version 4 is available as a free download from their website)

This is a very simplistic set of rules. There is nothing wrong with that, it is a great beer & pretzels game. I have played many different rules sets for naval warfare in this era and I'd say that this is the easiest to learn. However it is also probably the least realistic. More of a "game" than a "simulation."
If you want a game that is quick to learn and fast to play then you will enjoy this. If you want a realistic simulation of this type of warfare then you'd be better off looking elsewhere.

A good game for neophyte naval gamers or people who couldn't care less about esoteric concerns like HA/LA fire control directors, or the effects of the inverse fourth power law on Type 284M gunnery radar. Torpedoes aren't really simulated very well, in my opinion, and due to a quirk in the rules, Japanese ships have unlimited torpedoes, a serious oversight. Much of the historical information is dubious as well.

That being said, I taught it to someone in ten minutes and we played out two sea fights in less than thirty.

Close in concept and play to Mongoose's own Babylon 5 "Call To Arms" rules set. Overall, pretty enjoyable, though I find the rule book layout rather distracting and monotonous. Still and all, having a decent set counters that players can quickly trim out for immediate play is a good sell for the game. If I get serious and want minis, I'll likely scrounge the ships to play with from all my Axis & Allies sets.
