The New York board is odd on a first play. The rules state that the win condition is the person who has covered the most spaces on the board, with VPs being a tie-breaker. In practice, it is relatively easy to cover every space and so scoring takes place as usual. In hindsight it makes sense but the odd wording makes it seems as though you're playing an entirely different game.
The citizen cubes didn't seem to add a whole lot and only 2 of the 6 available were used.
