I have seen a lot of people highly recommend as a variant having the governor choose 3 roles and the non-governor choose 2. This way there are no back-to-back role choices and dubloons build up on two roles per round. I'll definitely try that.

Yeah it's worth trying out, in my online version of Puerto Rico ( www.tropiceuro.com ) I added the ability to choose between 5 and 7 roles per round (default of 6 as per the official rules).

I concur. The "Governor Effect" of the official variant allows roles to be chosen back-to-back, and removes the Craftsman Angst present in the original game. The suggestion above is a popular patch to the official variant, and I also recommend it.
