In case anyone is interested, the designer (FF) said the only reason 6 players is different than for 3, 4, or 5 players where there is one region per player is that he wanted there to always be a "variable" map. An unofficial variant is to use all 6 regions for 6 players.
The number of cities trigger for step 2 and trigger for game end though may need to be adjusted but it's unclear.
