The way I play the harbor master now is as follows:

Each settlement on a harbor is worth one "harbor point," while each city is worth two points. Once you get three total harbor points, you can claim the card. Someone has to get more than you to take it.

I'll second that. The official Catan DS game also uses these rules, though admittedly it has been known to be wrong. In this case, however, I believe the DS game is correct (since it works very much like Longest Road and Largest Army), and the wording of the card could be changed if you want it to accurately describe how Harbormaster plays.
