But shouldn't the Greek CIV points start at 9 instead of 11?

It seems to me that you are correct! I got that number(11) from the old Vassal module. So that is wrong too, unless we are both missing something.

I'll fix the PDF as soon as I get a chance.

I've only used the mats once. Never get to play FtF, just PbEM
