This variant suggests dealing 22 city cards to the fictitious player before starting the game, which avoids having to remember to give one at each draw phase, and also guarantees that all the short lines will come into play.
I understand where 22 comes from, but there may well be more than 22 turns when players draw a lot of non-city cards, and that would give more city cards to the fictitious player, tending to increase that score and making it harder for the real players to win.
Also, making sure all the short lines come into play can significantly alter your strategy, although once the draw pile is low enough you will know if a short line card was given to the fictitious player and won't be coming out.
The idea of passing the start marker when the 2x card is played is intriguing; I'll have to try that sometime.
