"Defense 16 on a Raider?!?! The Colonials will never hit them!" was my original thought when I saw this.
Then I got to examining the statistics. A decent Viper pilot will hit about about 1/5 of the time, while the best will hit 1/3. With the shallow damage track and no Damage reduction, one shot will severely cripple, if not totally destroy, the Raider. This is exactly how it plays out on the show!

These data sheets are very well thought out! Can't wait to use them.
