I think wolves are not negative points; I think they offset sheep, meaning the worst you can do is zero. You might consider re-wording to something like "Sheep in excess of wolves score 2 points each."

Also, I think you intended oasis here instead of scroll:
"End of Game: Incomplete roads: 1 point per tile +1 point per scroll"

And finally, end of game city scoring is omitted.
