In Round 4, Ishida's cavalry special attack adds 4 impact (in addition to the one for the unit's strength), 2 per cavalry present. Ishida has deployed one, Tokugawa has deployed one, and Ishida has one still undeployed but present. Presumably one of the cavalry counted by the special attack is the one deployed by Ishida; is the other one counted the undeployed cavalry of Ishida or the deployed cavalry of Tokugawa?
Not being clear yet on the semantics of the special attack, I can imagine reasons that either way might make sense.
