Very nice. My editing suggestions:
1. End of game/sudden death tile - isn't it roll at the end of "each player's turn"?
2. Informant card - should this be "no cost" in column 3
3. Bad weather card - should be roll on "each of THAT player's turns"
4. Presidential palace - can't you replace the leader of ANY player's group (not just ANOTHER player's)
Formatting suggestions: add page numbers and table column headers where tables are broken across pages. Also I think the "Hand Capacity" heading needs a couple of blank lines added just before it.
