There are a lot of rule changes in this document from the original. Many things are clarified but are you sure they are clarified properly??

Basically I just want to know what authority you have that allows you to arbitrarily decide what the rules mean in all the ambiguous situations.

They seem to say what is written in the German rules. Off the bat, I can't see anything I'd interpret differently.
