The idea is to print 2 copies and then keep the four sets of cards together, 8 action cards and 1 player aid. Then, during set-up you can just pass out a sleeve to each player instead of sorting cards each time. When playing a 2/3 player game if somebody gets the fourth player aid pack, they will need to pick a different one.
