I may be misunderstanding but your summary of the terrain effects chart seems backwards to me. It's the unit type and mode of the target unit that is referenced on the game's Terrain Effects Chart, not that of the firing unit.
From page 19 of the rules:
The fire modifier information on this chart takes into account the type of fire being conducted (direct or indirect), the type of target being fired upon, the mode of the target unit, the terrain the target unit occupies. The Fire Strength and unit type of the firing units are not considered in the Chart.
