The played building card is discarded
and a replacement is chosen from one
of the 4 face‐up cards or from the top of
the face down draw pile.
There are only 3 face-up cards to choose from... which you correctly detailed here....
4. Building Cards Shuffle the building
cards and deal each player 4 facedown
cards.
Deal 3 face‐up cards next to the
board.
Form a face‐down draw pile with the
remaining cards
