There are a couple of errors in this document:
First, private companies may be purchased by railroad corporations IMMEDIATELY after the first 3 Train is purchased. This includes the railroad corporation that purchased that first 3 Train. That corporation will not be able to use the special power of that private company, but you can get the money out of the treasury and into a player's hands.
Second, when the bank goes bankrupt the game continues until the end of the current SET of operating rounds (which may be the current operating round or up to three operating rounds later if the bank goes bankrupt during a stock round).
