Is this for Rails of Europe (1st edition) or Railways of Europe (2nd edition)?

If 1st edition (and possibly 2nd, as I don't have that) the value for Service Bounties is wrong. Half are worth 3 points while the rest remain at 4. But maybe this changed in 2nd edition.
