I'd make the Hs-126 a performance 1. Performance 3 is too generous for a plane that was slower than the He-111 bomber. It seems comparable to a Ju-87 without bombs, or a "1."
I'd also only give it a rear gun since it had a single machine gun in the front. This puts it on par with the Ju-87, which has a zero gun rating in front.

Actually the Stukas do have a 1 gun rating in the front. At this point I'm thinking of lowering the performace to a 2. I'm thinking its better manueverability will make up for its slower speed and make it equal to a He-111 that has droped its bombs.
