This chart is a side by side comparison of Age of Steam, Railroad Tycoon, Basic Steam, and Standard Steam. It is a nice summary for those who play all four games with different groups and may need a quick reference of what is different across all four Wallace games. Updated with corrected endgame scoring.
I believe that in the basic and standard version of Steam, you only score 1 VP per every 2 points of income, instead of 2 points for every 1 point of income.

Oops. But its even worse. I rechecked and it is Income x 2 if you have negative income but it is Income / 2 if you have positive income.

Yes, in other words, there is little benefit to having extraneous income, but horrible penalties for not being at 0. I don't think this is a bad thing, it simply means there is a decision point where players 0 themselves out and use that money to generate VPs in more efficient ways.
Yes, and a valid reason to not allow splitting of track points between VP and income as some were wanting (a la Princes of Florence). That would make it too easy to "zero out" at the end
There's close to no decision here. A couple rounds before the end of the game you simply sell all of your income for cash and then play the rest of the game on that cushion for VPs only.
