Interesting variant. Am I to understand that the surveyor knocking settlers off the map is not observed in this variant? The picture you use for your first example shows one of the surveyors two spaces west of yellow's farm, making it impossible for him to be on the board with the vanilla rules.

That is correct in this variant the surveyor does not knock settlers off the map.

Interesting - this suggestion could be used with vanilla Carcassonne as well. Nice opportunities for screwage, as your most-hated opponent is just about to complete his 18-point city. (You know who you are!)
But for this variant I would re-name them "Health and Safety Inspectors", due to their function of preventing any further work being done on a construction site.
Personally I shall still restrict them to roads and cities, though, and leave monasteries well alone (to be consistent with my other posting in NW variants replying to mf205).

This variant reminds me very much of the Settlers of Catan's robber. Anything that can mix these two games is a must!

For the regular medieval "Carcassonne", the token could be called the King's Arbitrator. (I wouldn't call him "the King's Architect" because that might be confused with the Buildings expansion.)
