Each player starts with 5 cards, draws 2 cards per round, and plays up to 3 cards by the end of their turn. When I played, I rarely had more than seven cards left over. Most of the time I was laying down property cards, playing Action cards or banking money whenever it became available.
If you have exhausted all 3 card plays and you still must discard, I would look which cards serve you least, such as collect rent on a property color you don't already own, or property cards that someone else already made into a Monopoly thru use of a Wild card.
Finally remember that all debts payed to you, whether they are cash or property, goes right down on your play table area. Action cards payed to you as cash go right into your bank.
