This file is missing the rule allowing you to place a larger piece directly over your opponent's piece from the table if they have 3 in a row (i.e. have the potential to win on their next move)

Not quite. That rule states:

Gobble up any smaller size goblet already on the board with a bigger one already in play.
However, there is an exception rule that I believe should state something like this:

Exception: In the case where the other player has 3 goblets in a line (i.e. with the possibility to win on the next turn), it is allowed to use an out of play goblet to cover one of the opponent's goblets in that line.
That page is formatted horribly (which is why I like your quick start reference) but I noticed it had that additional rule. If you search for EXCEPTION on the page you will see it.
