Instead of using the clock, the Mayor flips these cards one by one until someone is willing to pay the price on the cards. It's quiet, reliable and easy & doesn't change the mechanics of the game.

I had recommended as an alternative a verbal countdown by the Mayor. This just solves the problems of too much noise and counting too fast. It takes time to turn the cards and this just seems like the best choice, I gotta make up a set of these cards.
