The problem with the rules was that Expio and I could not come to a middle ground on how the rules worked and how they should be worded. It wasn't that we were arguing or I was attempting to take over his creation. It was simply that the cards have finite space and I am very detail oriented and Expio is very free form when it comes to rules. With each PM Expio added one, two or three new Alternatives and once even a whole new way to play an expansion. Finally, I had to just enter the "See Special Instructions", dropped the links into the read me file and pasted my suggested rules to each thread.

I did notice [Solamar] only included my version of Expio's rules. Although similar there are differences. Some of them major because I either did not comprehend what Expio was attempting to describe, or I simply felt it played cleaner (maintaining a K.I.S.S. rules set "Keep It Simple Stupid")

I did not create nor upload that file. It was created by member Solamar. As Solamar uploaded the rules to this page (to keep everything together) it appears that I uploaded the file. Solamar goes to all the trouble of putting the rules together and the only way you would know he created the collected file is to note his name written one time each on the Word.doc and the HTML file. As opposed to 'Malechi' which is written 17 times, 'Expio' written 14 times, 'TGov' written 14 times and 'ScottE' written twice.
