Actually, this isn't the complete rulebook - at least not the one included in the game box. There are several sentences in the book that provide more clarification on key points that are simply left out or deleted from the .pdf you've posted here.
Notwithstanding, I agree that the rulebook could have been better written/more examples provided, etc.
