This is an interesting ruleset. Most of it I dont' know if I'll use - I'm likely to not try the 3D Space Combat rules at all. I haven't played it at all yet, but I'm thinking of going straight to the "official" variant combat, where you just line-up-and-fire.

However, the non-Space Battle stuff does look interesting. One point that I'm not sure I agree with, though, is the reversal of the costs for the N1 and N2 types.

In your notes, you say it doesn't make sense that a "worse-class" world would be cheaper. However, I don't think an N2 is necessarily "worse" than an N1. In fact, looking at the planet displays, it more seems to indicate that an N2 is just SMALLER than an N1 - but otherwise they are the same habitability. Thus, it WOULD be cheaper to convert, as a smaller planet wouldn't require as much terraforming

(The A1's vs A2's don't follow the same size pattern, but I think with the A-class planets, the number is based on "land mass" as much as actual planet size, as one of the A2's is pretty big, but it's mostly an ocean planet.)
