what that rarity means ?? Isn't all cards are kind of "Fixed" ?

Yeah, it actually means quantity, but in a way, it is a rarity, in that some cards occur once per set, some appear 3 times per set. If you plan to get a playset, you need to know the rarity or quantity of the cards in each core set.
