Yes. It was a variant ending rule: If a player is only 3 or less "diputados" below the other player at the end of a game, he is the winner if he rules the majority of the nationalist territories (2 of 3).
In the last tests I let that variant out if this final version. IMO it increased the fight for Catalunya too much, and too many counters of Propaganda A went to that pact. But you can give it a try.
